I guess after reading the story of Yusef Bey and how he built wealth and recognition by literally pimping women (so to speak); forcing them to fraud the government (welfare) for more than three decades (source 1 and 2), it doesn't really come to that much of a surprise that he's not the only one that's stealing cookies out the cookie jar.
Ron Artest and his sister Latoya are small fries when it comes to comparing the situation. Well, at-least as far as the public knows anyway.
